
Perform administrative and supervisory tasks associated with the operation of a regional criminal justice training academy. Work is performed without direct supervision, but the director is indirectly supervised by the Chairman and the Executive Board.
ESSENTIAL DUTIES AND RESPONSIBILITIES
Responsible for conferring with agency administrators and training personnel to determine technical training needs.
Respond to inquiries from the Executive Board and the Governing Council and keep both bodies appraised of issues and development related to the operation of the academy.
Serve as the academy liaison to the Department of Criminal Justice Services, the Criminal Justice Services Board, the Committee on Training, and other such committees and boards that may influence the operation of the academy or training related issues.
Prepares the annual operating budget and presents the proposed budget to the Executive Board for review and the Governing Council for approval.
Prepare applications for grant funds based on the needs of the academy and the availability of funds and administer the grant projects that are approved for funding.
Recommend and develop administration operational policy.
Supervises the coordination, planning, and scheduling of entry level and in-service law enforcement courses.
Evaluates training packages, including outline, text, and handouts written by instructors.
Determine which training equipment and other items should be included in the annual operating budget including costs, such as instructors' fees and equipment costs, to justify expenditures.
Attends meetings and seminars to obtain information useful to training staff and to inform management of training programs and goals.
Checks and reviews a variety of data for accuracy, completeness and conformance to established standards and procedures.
Answers routine questions concerning activities, programs, policies, procedures and rules governing academy activities.
Enters a variety of data into computer system; receives and processes reports.
Answers telephone; provides routine information to caller; refers complex questions to proper person or agency.
Operates network office computers including data entry, spreadsheet, and word processing software.
Prepares, maintains and updates lesson plans, as well as associated tests, both written and practical.
Perform classroom teaching assignments to include physical training and other classes as needed.
Greet instructors, ensure the instructor has all needed supplies and equipment, and introduce the instructor to the class.
Serves as an evaluator/role player in practical exercise scenarios.
Assist other staff members as necessary.
Other duties as assigned.
SUPERVISORY RESPONSIBILITIES
Monitors/supervises instructors during lectures and practical exercises to evaluate performance.
Monitors/supervises students to ensure compliance with academy rules and regulations.
Supervises daily uniform inspections of entry level personnel prior to the start of classes.
Assists with the preparation of periodic performance evaluations for entry level personnel.
Monitors and conducts written testing for entry level personnel.
Supervises physical training for entry level personnel.
Supervises physical fitness testing for entry level personnel.
Monitors online training and ensures accurate records retention and oversees in service credit to include approving courses and credit hours.
Serves as the supervisor for all academy staff personnel, which includes preparing annual performance evaluations and updating job descriptions as necessary. Determines job task priorities for all staff personnel, including those staff personnel assigned to the academy on a part-time or temporary basis.

KNOWLEDGE, SKILLS AND ABILITIES:
Knowledge of academy programs, procedures and policies, and the training standards set by the Department of Criminal Justices Services. Knowledge of public relations in order to establish and maintain effective working relationships with associates and the general public. Knowledge and skills to perform personnel, training, and financial record keeping and records maintenance. Knowledge of proper lesson plans, handouts, and test preparation procedures. Ability to operate audio-visual equipment and tools. Ability to type accurately and at a reasonable rate of speed. Ability to operate and maintain standard office, word processing and data entry equipment. Ability to follow oral and written instructions. Ability to work independently. Ability to operate a PC style computer, with a knowledge of WordPerfect and Lotus preferred.
EDUCATION and/or EXPERIENCE
Requires a minimum educational level of a four year college degree in criminal justice or a related field.
Requires a minimum of five years experience as a criminal justice officer.
LANGUAGE SKILLS
Individual should possess good public speaking skills and be capable of lecturing in a classroom environment.
Individual should possess good writing skills and should be able to communicate well through both oral and written methods.
MATHEMATICAL SKILLS
Individual should possess a minimum of high school level mathematical ability.
REASONING ABILITY
Individual should demonstrate good reasoning and logic ability in order to perform problem solving functions of a supervisory nature.
CERTIFICATES, LICENSES, REGISTRATIONS
The individual must be certified as a law enforcement or jailor/court services officer in Virginia or qualify to be certified.
The individual should qualify for or be certified as a general instructor, firearms instructor, and defensive tactics instructor.

The supervisory and instructional tasks require exertion of force equivalent to body weight force occasionally, up to 50 pounds of force frequently, and up to 10 pounds of force constantly to move objects; work requires stooping, reaching, walking, pushing, pulling, lifting, running, and grasping to include; vocal communication is required for expressing or exchanging ideas by means of the spoken word; hearing is required to perceive information at normal spoken word levels; visual acuity is required for depth perception, color perception, visual inspection involving small defects, use of measuring devices, operation of training equipment, operation of motor vehicles, determining the accuracy and thoroughness of student work, and observing general surroundings and activities.
